Abstract
The object of the study is the mortgage market in Ukraine. The subject of the research is theoretical and methodical approaches to the assessment of the current situation on the Ukrainian mortgage market . The purpose of the study is to carry out an integrated assessment of the current situation in the mortgage market of Ukraine. To achieve this goal, the following were used methods: a systematic approach – to integrate the methodology of scientific knowledge of the factors affecting the mortgage market as part of the global financial system, which allowed to establish the need to take into account world experience, current problems and take into account national specificities; comparative analysis – to compare national indicators with pan–European ones. Results of work. Main directions of application of mortgage loans in the national economy are distinguished: industrialization of the national economy, change of its sectoral structure in favor of development of high–tech industries, import substitution; modernization of the agricultural sector, which is one of the main currency sources in Ukraine today; the need for a solution of acute housing problem in the country. The author’s method of assessing the situation on the Ukrainian mortgage market was proposed in order to assess the level of its lag behind the European one, since understanding the directions of improvement of the mortgage market will help to formulate a strategy of mortgage development in the country. It is emphasized that the proposed method of evaluating the effectiveness of the mortgage market is of a systemic nature, which allows forming general conclusions of a potential investor in making a decision to invest in this market, while the complexity of the assessment is complemented by the transparency and simplicity of the method of its implementation. The proposed approach to assessing the current situation in the mortgage market involves the calculation of the integrated ratio, which is due to the multiplication of several relative indicators: the interest rate of the mortgage loan, the ratio of long–term mortgages, the coefficient of non–repayment of mortgages, the percentage of mortgage loans from GDP. Comparison of the listed indicators of the national market with the corresponding indicators of the European market makes it possible to determine the relative coefficients. The value of the method is its universality of application for assessing the position of the bank in the mortgage market and the position of the national mortgage market in the world ranking. Conclusions: 1. The level of development of the mortgage market in Ukraine is extremely low compared to the pan–European one. 2. The mortgage market in the country reflects the general economic situation and needs urgent solution. The scientific novelty is the proposed author’s method of assessing the current situation in the mortgage market in Ukraine. The practical value of the proposed method lies in its versatility of application both for assessing the position of the bank in the mortgage market and the position of the national mortgage market in the world ranking.
