Abstract
This paper examines the change of social concertation system in Sweden since 1992 when the lekmannastyresler that had made both labour and business representatives participate in the policy making process in the central government was formally abrogated. It also discusses the reason why the social concertation has been revived focusing on the strategical choices of the actors who take part in the social dialogue. Though the institution of social corporatism in the national level was repealed in Sweden, the social concertation has been vital in the sectoral level for the mutual agreement between labour and business. The revival of supply oriented corporatism/competitive corporatism in the national level illustrates that the Swedish model of social consensus is not abolished but changed to adopt the economic environment. The interests of the actors who participate in the social dialogue in the national level have evolved. LO(Labour Organization) has steadily propelled the revival of social concertation to bring her power of representation among labour forces back. CS E (Confederation of Swedish Enterprise) was against the social partnership and tried to strengthen her power mainly by employing pluralistic politics as well as political network with conservative party. However, CSE has been active recently in establishing supply oriented corporatism in the national level arguing the reduction of corporation tax, the increase of education and research investment, the reform of labour related laws for the labour flexibility and so on. The change of actors’ interests has put social concertation in the national level into effect.
