A comparison between University Expenditures on Education and Research shows a great advantage of the United States regions in comparison with the majority of the European regions and countries. Only a few European regions receive enough support for these important activities which have a highly positive impact on socioeconomic development. Here we present an econometric model which relates expenditure on RD and teaching in Higher Education with regional development in the USA at regional level. The main conclusion of this study is that it that European Economic Policies should be improved in order to follow the positive example of the United States in this regard.
