Abstract
Social solidarity is one of the key factors for social order stability and political legitimization of ruling regime and is a prerequisite for effective social development governance. Coping with group difference, discrimination, social segmentation requires for more active involvement of both a state to realize a fairer policy and to support more effective institutions, and a society with people who provide with social initiatives, invest resources into solving meaningful problems. This article is aimed at researching how state and society come together to form and realize a policy of solidarity on the bases of international and Russian practices.
