Abstract
The new reform of the medical care system is to guarantee the public hospitals' return to social welfare and lay stress on the equality and accessibility of medical care service. The current enterprise management system practiced in Chinese hospitals has imposed a limited scope of service,and caused a conflict to the goal of social welfare for hospitals. The paper,in light of the target management and result assessment,analyzed the emphasis on the equality and accessibility of medical care service in addition to the business efficiency and hospital development in a public hospital as a medical care service organization.
