العلاقة بين الاستثمار العام والاستثمار الخاص في العراق واثرها على الناتج المحلي الاجمالي للمدة (2004-2018): The relationship between public investment and private investment in Iraq and its impact on GDP Duration (2004-2018)

المستخلص تناول البحث مشكلة عدم وضوح العلاقة بين الانفاق الاستثماري الخاص والانفاق الاستثماري العام , واثرهما على الناتج المحلي الإجمالي في العراق والذي يؤثر بشكل سلبي على النمو الاقتصادي والقرارات والسياسات الاقتصادية , فضلا عن مدى إمكانية استثمار الاثر الايجابي للأنفاق الاستثماري العام على الناتج المحلي الإجمالي ومدى تأثيره ايضا على الانفاق الاستثماري الخاص , لذلك سعى البحث الى معرفة العلاقة بين كل من الانفاق الاستثماري العام المحدد في الموازنة الاتحادية والانفاق الاستثماري الخاص , فضلا عن الناتج المحلي الإجمالي بالأسعار الجارية في العراق خلال المدة (2018-2004) , وقد تم تطبيق منظومة معادلات الانحدار غير المرتبطة ظاهريا (SURE) والتي تعطي تقديرات اكثر كفاءة ومعنوية من التقديرات باستخدام السلاسل الزمنية المنفصلة لتحليل العلاقة التبادلية بين المتغيرات , وقد بينت نتائج البحث وجود علاقة تكاملية بين الانفاق الاستثماري الخاص والانفاق الاستثماري العام والناتج المحلي الإجمالي في العراق خلال مدة الدراسة .  AbstractThe research dealt with the problem of unclear relationship between private investment spending and public investment spending , And their impact on the GDP of Iraq, which negatively affects economic growth and economic decisions and policies , In addition to the possibility of investing the positive impact of public investment spending on GDP and the extent of its impact on private investment spending , Therefore the research sought to know the relationship between each of the public investment spending specified in the federal budget and private investment spending , In addition to the GDP at current prices in Iraq during the period (2018-2004) , a system of apparently unrelated regression equations (SURE) was applied which gives more efficient and significant estimates than estimates using separate time series to analyze the correlation between variables , The results of the research showed a complementary relationship between private investment spending and public investment spending and GDP in Iraq during the study period .
