قياس وتحليل اثر عجز الموازنة العامة في الدين العام في العراق للمدة 2003-2016 : Analysis and Measurement of the Impact of Budget Deficit in the Public Debt in Iraq for the period 2003-2016

المستخلص استهدف هذا البحث تحليل العلاقة بين عجز الموازنة والدين العام في العراق للمدة 2003-2016 باستخدام المنهج التحليلي للإحصاءات والبيانات، كما تم استخدام المهج الكمي لقياس اثر عجز الموازنة في الدين العام ، وتوصل البحث الى ان استمرار العجز في الموازنة العامة  يؤدي الى الاعتماد على الدين العام في تمويل هذا العجز الموازنة ، مما يعني اعباء مالية اضافية على الموازنة العامة، بسبب زيادة اعباء خدمة الدين، كما أوصى البحث بضرورة تبني استراتيجية اقتصادية لإدارة الدين العام بصورة تجنب الاقتصاد العراقي أية ازمات مالية واقتصادية. ABSTRACT This research aimed to analysis the relationship between the budget deficit and the public debt in Iraq for the period 2003-2016 using the analytical method of statistics and data. The quantitative methodology was used to measure the impact of the budget deficit in the public debt. In financing this deficit budget, which means additional financial burdens on the public budget, because of the burden of debt service, also recommended the need to adopt an economic strategy to manage public debt in a way that avoids the Iraqi economy any financial and economic crises.
