The article is devoted to the study of theoretical and legal preconditions for the emergence and development of the information society in Japan. The world is currently in a transitional position from an industrial to an information society. Increasing the level of computerization, the emergence and spread of the Internet, globalization processes – all contribute to the rapid spread of information and knowledge, which in turn leads to the transformation of our familiar society into a new – information society.Of course, such processes affect the rule-making activities of state institutions. In turn, the example of the Japanese model of the information society is very interesting and relevant today and can serve as an example for Ukraine in achieving the goal of creating an information society. The article analyzes the basic concepts of Japanese scientists, which later became the theoretical basis of information reform. Separately, the article considers the theory of the information society of Y. Masuda, who was also one of the authors of government programs in the field of informatization in Japan.In addition, the article analyzes the main legal acts that laid the foundation for the development of the information society in Japan. Particular attention is paid to the strategies of electronic Japan, the consistent and effective implementation of which has created the conditions for the development of information and communication technologies and innovations in Japan.The goals of strategies and the results of their implementation are analyzed. As a result of the research, the main features of the theoretical and legal foundations of the formation of the information society in Japan are highlighted, as well as can be taken into account when conducting IT reform in Ukraine.
