Abstract
Today, terrorism is equally threat full to small countries as well as mighty countries. Adequate criminal procedure reacting of states against terrorism has the essential meaning in combat against this type of criminality on national and international level. European Union has pointed out as primary task combat of escalating terrorism. After terrorist attack on New York and Washington 11th of September 2001, it was evident that terrorism become global problem, and as a response leading countries of the West, as well as a lot of countries in transition, have intensified legislations for adequate combat against terrorism inside their countries and on international level. If we want to combat against terrorism, at first we have to have its precise definition and specific ness. Therefore, in this article the author deals with various phases in the development of terrorism - liberal and so called new terrorism and the problem of making a universal definition of terrorism. The main question to which the author dedicated her strongest attention is combat against terrorism inside European Union and the jurisdiction of all three columns of EU in it. International cooperation is considered to be one of the main factors in effective combat against terrorism, but it doesn't mean that it contains only of common mutual legal assistance because it's effects are too week. The need of international cooperation in many different ways is evident so, police co-operation, the role of Interpol (the role of special groups like Public safety and Terrorism Sub-Directorate - PST and the consistence of cooperation - exchange of information's, technical experiences, the protection of citizens etc) and Europol (and it's special unit Europol's Counter Terrorism Unit who deals with extra programs like Counter Terrorism Program - CTP, Counter Proliferation Program - CPP Networking Program - NP, Preparedness Program PP, Training and education Program - TEP) in this cooperation is extra elaborated, as well as Judicial cooperation and the role of the International Associations of Prosecutors The European Judicial Network, Line magistrates and Euro just. The Mutual Legal Assistance is also one of the topics with witch the author deals with in this article with special accent on extradition (and the meaning of political offence) and European arrest warrant.
