A Study on the Child Protection System Improvement in Education and Child Care facility

본 연구의 목적은 교육 및 돌봄시설에서의 아동학대의 현상을 분석하고아동학대 예방을 위한 제도개선과 대안을 제시하는데 있다. 이를 위해 선행연구의 검토에서는 아동학대의 원인과 문제의 심각성을 살펴보고, 우리나라아동보호체계가 어떻게 구성되어야 할 것인지에 대해 살펴보았다. 현행 우리나라 아동보호체계의 현황은 아동학대 신고 및 피해아동 보호현황, 피해아동과 학대행위자의 관계, 신고의무자과 아동학대 발생장소 그리고 교육및 돌봄시설에서의 아동학대 현황과 문제점들을 중심으로 분석하였다. 이를토대로, 본 연구에서는 교육 및 돌봄시설에서의 아동학대 예방과 아동보호체계 개선을 위한 논의와 제언을 제시할 수 있었다. 첫째, 교육 및 돌봄시설에서 아동학대가 발생할 때 피해아동을 위한 즉각적인 보호조치를 실행하고회복중심의 아동보호서비스를 제공할 수 있도록 아동보호체계를 개편해야할 것이다. 둘째, 아동학대의 실질적 예방효과를 이끌어내기 위해서는 아동보호체계의 공적 책임성을 강화해야 할 것이다. 결론에서는 포괄적인 아동보호를 위한 제도개선 방안을 제시하였다.The purpose of this study is to suggest the alternatives and improving the child protection system by analyzing the phenomenon fo child abuse in education and child care facilities. In literature review, this study examined what caused child abuse and what is the problem and how the Korean child protection system should be structured. The Korean child protection system was analyzed by the number of children being protected and child abuse report rate, the relationship between abused children and child abuser, a person obligated to report child abuse and place where child abuse occurred in addition to what is going on in education and care facilities regarding to child abuse. Based on this result, this study could present a several discussion for preventing child abuse among education and child care facilities through improving the child protection system. Firstly, when child abuse occurs in those facilities, the child protection system should provide immediate protection measures for the abused child with recovery-centered services. Secondly, the public accountability of the child protection system have to be strengthened and that it can lead to the actual effects of prevention. In conclusion. several measures were proposed to improve the social system for comprehensive child protection.
