The basic purpose of this management is to encourage the public sector to function as it functions the private sector. The transfer of the important activities of the private sector, de-monopolization and implementation of entrepreneurial mechanisms of government, it comes to a change in the concept of welfare state. While the modern welfare state is transformed into a coordinator of public policies that are supposed to ensure fairness in servicing customer service through competition and regulation and streamlining of various processes. This leads to significant cost savings “the costs” of the state, which can then be “redistributed” in achieving its social functions.
