Abstract

It has been intensively met with Public Service Announcements and obligatory broadcastings in all public and private radio and TV channels in Turkey in recent years. The purpose of this article is to study the formation and broadcasting process of Public Service Announcements broadcast freely in public and private radio and television channels for the purpose of public good in Turkey. The obligatory broadcastings in this research has been accepted as “obligatory Public Service Announcement” and handled under the dependence of Public Service Announcement. Public Service Announcements have been examined together with their legal regulations and the question “how do Public Service Announcements go through a process of formation and broadcasting?” has been answered. The process of formation and broadcasting of Public Service Announcements has been examined by using semi-structured interview method. Interviews have been made with the authorities of the institutions preparing and broadcasting Public Service Announcements taking part in the formation process of Public Service Announcements. It has been interviewed with Ministry of Health as the representative of public institutions preparing Public Service Announcements and with Spinal Cord Paralytics Association of Turkey as the representative of non-governmental organizations. During the process of broadcasting Public Service Announcements, TRT Turkish Radio Television Corporation as the representative of public broadcasting and Kanalturk as the representative of private radio television broadcasting were interviewed. Finally, RTUK, Radio Television Supreme Council, which is the regulating and supervising institution in the process of Public Service Announcements, was included into the research. Deficiencies which came out as a result of data obtained in the research were determined and suggestions are put forward in order for them to be removed.
