R. J. Van Reenan, the Free State Roads. Report on the Condition of Roads in the Orange Free State (Bloemfontein, [1916]).

The necessity for the re-organisation of the main roads in the Province, and the systematisation of roads generally has previously been raised by the author, but owing to the lack of statistics on road matters, it was not possible to make any definite suggestions when the subject was first touched upon. It is proposed that a Board should be elected for a certain area, and that this Board advise the author Honour the Administrator as to the allocation of the tax raised in that particular area, it being understood that while not bound to accept the recommendations. Construction and maintenance of roads it is proposed to carry on departmentally under the Roads Department as heretofore. A point for discussion is whether each poling area should be represented by its own member, or whether the whole board should be elected by all the voters for the road area. extent..
