Management of Navy Test and Evaluation Milestones.

The report briefly identifies the requirement to establish viable test and evaluation monitoring during the acquisition of major systems and equipment, and recognizes the significance of the test and evaluation effort as a prerequisite for successful Defense System Acquisition Review Council (DSARC) decisions and the further commitment of development and production funding. It further recognizes that organizational commanders now require a more integrated overview of command test and evaluation efforts so that they may speak with a more viable corporate voice. This study report examines the functions and capabilities of Naval Material Command (NAVMAT) Test and Evaluation Coordinators to provide this type of overall assessment and concludes that no administrative support system yet exists to enable the coordinator to collect and display corporate test and evaluation data in usuable report formats. The report proposes a computerized test and evaluation data system and defines specific input and report output formats that are needed by the organization to assess test and evaluation status. Ideas for future system sophistication are provided, and sample report formats are included in the appendix.
