Equalization Transfer Soft Constraint Problem, Causes and Countermeasures

In the current fiscal system,to solve the fiscal imbalance with the Chinese government and the resulting imbalance in the supply of public services,we need to improve our system of intergovernmental transfers.One important reason for the poor effect of our transfer implementation is that the constraints of our irregular transfer on government actions are not strong,so that government is not able to completely govern in accordance with the equalization principle of transfer.In order to build a strong constraint equalization transfer,it is essential to further standardize our equalization transfer formula.
