Municipal Solid Waste in Ukraine : Development Potential

This paper on Municipal solid waste in Ukraine explains that beginning from the 2000s, Cabinet of Ministers of Ukraine (CMU) have adopted a number of laws and regulations to make policy in the field of waste management system to achieve the correct two goals - to reduce the harmful environmental impacts on the environment and increase the efficiency of resource use and energy. Unfortunately, the envisaged legislation are not always implemented in practice to the fullest. The study examined institutional framework and economic mechanisms in order to facilitate implementation of the capacity in the full and most efficient way. The research methodology is based on the following approaches and principles: 1) identification and justification of the analogue country (group of countries), on the basis of which one can build the trajectory of the municipal solid waste sector in Ukraine; 2) account for demographic and economic specifics of territories combined into three clusters; 3) consideration of options (scenarios) of the sector; 4) accounting best practices and technology of the solid waste sector management, common in the EU; and 5) formation of legal, institutional and economic factors, ensuring achievement of values of the indicators for the sector.
