Introduction
Confidence-building measures are increasingly
being used to address today's disarmament challenges,
including efforts to control the use of
small arms and light weapons.
The aim of disarmament is to contribute to
international peace and security and the need
for security is recognised as one of the foundations
for development. The 1987 report of
the International Conference on Disarmament
and Development noted that in the 'relationship
between disarmament and development,
security plays a crucial role'.2 Disarmament
