On Leverage Points for Curbing Corruption

Abstract
Certain details of the origin of corruption and appropriate counter-corruption measures at the level of individual in society are discussed. The systems approach to consideration of this problem allowed to formulate several statements about treating corruption. The most general of them is the following: the Ackoff’s conclusion that “corruption prevents society from development” must be supplemented by the statement that “development of society prevents it from corruption.”
