This article examines the Public Utilities Holding Company Act (PUHCA),how the proposed reforms would change the industry and proposes changes to the reforms to alleviate some of the shortfalls and dangers of the reforms as they exist. The author examines the difference between adding more competitors and creating more competition in the industry.
