Система безналичных расчетов и платежная система - единство и различие // The Non-Cash Settlement System and the Payment System - Unity and Difference

The paper analyzes the interrelation between the system of non-cash settlements and the national payment system. The unity and difference in the “method of settlement” and “method of payment” concepts are considered and it is shown that the term “method of settlement” by its economic content is substantially broader than the “payment method” concept. Based on the research findings it is concluded that the genesis of the national payment system is determined by the evolution of the system of non-cash settlements, i. е. by the development of one of the settlement methods, namely the money transfer. In this regard, it is not only theoretically but also practically important to distinguish between the concepts of a non-cash settlement system and a payment system Статья посвящена анализу взаимосвязи системы безналичных расчетов и национальной платежной системы. Рассмотрены единство и различие понятий «способ расчета» и «способ платежа» и показано, что термин «способ расчета» по своему экономическому содержанию существенно шире понятия «способ платежа». В результате проведенного исследования сделан вывод о том, что генезис национальной платежной системы определяется эволюцией системы безналичных расчетов, т. е. развитием одного из способов расчета - перевода денежных средств. В этой связи представляется не только теоретически существенным, но и практически важным различать понятия «система безналичных расчетов» и «платежная система».
