Commissioning and start-up

After construction and installation of each element of work, pre-commissioning tests are conducted to verify that the work has been carried out correctly, and that the equipment installed is safe to operate. Commissioning follows: the orderly sequence of testing, adjustment and bringing into operation of those subunits and units of the project, after construction completion and before commercial operation. For a major project commissioning is a significant activity that may take place over many months and requires planning, the allocation of appropriate and adequate resources, detailed documentation, and an integrated team of Contractor’s and Owner’s personnel. Any delay to construction completion and pre-commissioning will delay the start of commissioning. The commissioning team may include specialists from overseas subcontractors and require prior training of the Owner’s personnel; it is imperative that the timing of commissioning be planned well in advance of its commencement. Preparation of the necessary documentation is required prior to commissioning; this is an activity that is often underestimated. Chapter 13 discusses the detailed requirements of the commissioning process, including the commissioning schedule, the commissioning programme, general requirements, the staffing and training schedule for commissioning/operating staff, and the necessary documentation for commissioning and handover.
