Program budgeting, cost effectiveness, and cost analysis are terms used with increasing frequency in our military establishment. This memorandum discusses each of the terms, with emphasis on cost analysis, and shows how the concepts that they represent are important for Air FLONG RANGE PLANNING. Since this memorandum is in tended primarily for persons who must provide inputs to, as well as use the results of, cost analyses, examples are given of the kind of detailed information required.
