Abstract
This paper describes quantitative analysis method of traffic service in developing country-India-especially the service is focused on traffic congestion level. The analysis is based on a month measured data in a typical city in India. In the previous research, authors had two months traffic condition observation in Ahmedabad city in Gujarat state in India. As a result, basic traffic characteristics equations such as traffic volume - traffic density, traffic density - velocity, and traffic volume - velocity are obtained by Data Envelope Analysis of measured raw data. Authors found there are clear envelope boundary in each plotted data and it shows the fundamental characteristics of each road. By transferring these characteristics into traffic equations by traffic flow theory. Through those studies, the traffic flow equation for each road is able to be obtained. This traffic flow equation provides each road traffic capacity. In order to have traffic service loss, it is necessary to have traffic demand and social cost of each road. The uniqueness of this paper is how to create these traffic demand and social cost from the measured data and compare social service loss among measuring roads.
