Abstract

This handbook provides an explanation of: the evolution of the Clean Air Act; National Ambient Air Quality Standards; State Implementation Plans, New Source Performance Standards; air toxics regulations; PSD, BACT, LAER, emissions trading, and visibility requirements; permits and preconstruction review; stationary source compliance and enforcement; mobile source regulation; how to deal effectively with EPA; major regulatory issues that are pending; emerging air quality issues; and the prospects for legislative change or international agreement concerning air quality. Also included is a table of acronyms and abbreviations for terminology associated with the clean air regulation.
