Purpose. The purpose of the work is to study the influence of the market of transport services reforming process on the conditions for organizing passenger rail traffic in the European Union. Methodology. The studies were carried out on the basis of an analysis of literary sources and reporting data on passenger traffic in the countries of the European Union. Findings. An analysis of the working conditions of the European Union member states' railways showed that the main directions of development of rail passenger traffic in the European Union are related to ensuring the growth of the share of rail transport in the market, as well as improving the interaction of rail transport systems of individual states. The reform of the rail passenger transport system is carried out at the interstate level in the context of the development of the entire transport system of the European Union. The dynamics of statistical indicators of the work of transport indicates an increase in the share of rail transport in passenger traffic. Ukraine has similar tasks with the countries of the European Union in the field of passenger transportation, but its reform is considered in isolation as an intra-industry problem, which leads to a deterioration in the use of rail transport in the passenger transportation market.
