Use of 4E framework in performance evaluation of VTS operation

Abstract

According to China “One Belt One Road” strategy, the Yangtze River has become the main transportation corridor of the mainland China. However, traffic accidents happen frequently in the Yangtze River due to the complex navigation environment. In order to guarantee ship navigation safety, it is very important to evaluate the performance of the VTS operation. This study analyzes the performance using the 4E framework. Four aspects are considered in the analysis, namely Equity, Economy, Effectiveness and Efficiency. Accordingly, the performance evaluation model of the VTS operation for the Yangtze River is constructed. Further, Wuhan and Wuhu are analyzed as case studies. This study aims to propose corresponding improvement countermeasures and advice according to the research findings. The study can facilitate the performance of the VTS operation and improve the safety level of the Yangtze River.
