Abstract
Following Risko (1985), we consider tho problem characterizing minimax rules for selecting the better of two binomial populations with unequal samplesizes. We derive some necessary conditions for a rule to be globally minimax. We verify empirically that the restricted minimax rule of Risko satisfies these conditions.
