Abstract

ABSTRACT Testing of material laws and regulations under the Act prusuant to Act number 14 of 1985 about Supreme Court, is a prayer one authority from the Supreme Court to review Test or assess Operating materially legislation under legislation about wheater a rule of contents (material) As opposed with legislation. The author the carefully be name subscribe with formulation of the problem as follows: 1). How testing procedure under legislation act by act number 14 of 1985 about Supreme Court. 2). Is testing trends legislations under the act operates material. Methodes taht authors usethe qualitative analysis of data normative data sources primary legal material, secondary, and tertiary. Conclusions: 1). In litigation procedure judicial that is clear and written in article 31 A has arranged the steps to apply for the case to be filed to the Supreme Court so that absence of errors in applying it. 2). There is a tendencywhich is visible from the tersting regulations, regulations under which in pratice or implementation regulation is closely related to the law, and there fopr a lot of different parties which tested the ministerial regulation to the Supreme Court because it conflicted with the constitutional rights of Indonesian citizens.
