Abstract
A computer-operated utility brokerage system in Florida buys and sells generated power on a least-cost basis by selling the low-cost surplus power of one utility to another utility which avoids generating costs. A General Electric time-share central computer in Ohio links the 11 participating municipal and three investor-owned utilities by telephone. The system operates by matching the highest-cost buyer to the lowest-cost seller until the cost spread reaches close to zero. In addition to cost benefits, the utilities enjoy simplified transactions and are rewarded for improving system economics and planning. Support for the brokerage plan comes from the Florida Public Service Commission and DOE. (DCK)
