Small Scale and Low Head Hydro Development in Canada: An Overview of Federal Activities and Policy

Abstract

Through research and development, new small turbines have been tested and a Darrieus type vertical axis hydraulic turbine (VAHT) has been developed and field tested. Manuals for hydrologic design methodologies for small hydro at ungauged sites have been developed. Through cost-sharing demonstration projects, 16 micro and mini hydro projects ranging from 2 kW to 2. 5 MW have been supported, and 19 remote community small hydro feasibility studies have been carried out. Meanwhile, a large low head rim turbine (Straflo) is in operation at North America's first tidal plant site. Small scale and low head hydro potential and prospects for development, issues affecting small hydro development and a Canadian policy perspective are discussed.
