This research has described development of the agent oriented marine traffic flow simulation system which used ship agents and port agents. Tokyo Bay was set as the simulation ocean space. The number of ship agents and the port agent's capability were changed, and the output characteristics of the simulation system were examined. The following results were obtained: (1) Even if the number of ship agents increases, the traffic volume does not increase. (2) A traffic volume is determined by the balance of the port agent's capability and the number of ship agents. (3) If the ship throughput of the stopped port is large, the decrement of the Tokyo Bay traffic volume also becomes large. (4) If the ship throughput of the stopped port is large, queuing of a port agent with big ship throughput increases greatly. It has big impact on the traffic volume of Tokyo Bay as well.
