ORGANIZATIONAL AND LEGAL BASIS OF FORMING APPLICATION TECHNOLOGIES OF ULTRA-LIGHT AIRCRAFTS DURING AGRICULTURAL AND AVIATION WORK

Abstract

As a rule, agricultural and aviation works are carried out with the application of ultralight aviation by the legal entities that have Air Operator’s Certificate. There are, however, private individuals that apply ultralight aviation without Air Operator’s Certificate for their aircraft. In every case, agricultural and aviation works are performed under a total absence of regulatory documents for carrying out of agricultural and aviation works with the application of ultralight aviation (technologies, manuals and guidelines). This causes a decrease in the biological efficiency if compared with the application of An-2, Mi-2, Ka-26 and, as a result, the demand for the use of ultralight aviation deteriorates. The article considers the legal and organizational basis of forming agricultural and aviation technologies. The stages of processing agricultural and aviation technologies and their adoption are regarded. The content of the general chapters of the manual that should contain agricultural and aviation technologies are defined. The manual is the main document to identify the materials and norms which ensure safe and efficient agricultural and aviation works.
