Planning and implementing a Resource, Conservation, and Recovery Act (RCRA) Corrective Action Program

On July 27, 1990, the US Environmental Protection Agency published (55 Federal Register 30798) a proposed rule entitled {open_quotes}Corrective Action for Solid Waste Management Units at Hazardous Waste Management Facilities,{close_quotes} proposing procedures and rationale for implementing corrective actions at hazardous waste facilities. This article focuses on the effect the proposed rule will have on the development and implementation of RCRA corrective actions. It provides an analysis of the overall value of its framework for selecting remedial alternatives and the proposed action levels that are likely to drive cleanups.
