Abstract

The founding members of the European Economic Community (EEC), the precursor of the European Community (EC) and today’s European Union (EU), had high expectations for a common transport policy when they signed the Treaty of Rome on 12 March 1957. In a common market based on the freedom of movement of people, goods, services and capital, what could be more natural than a common transport policy?
