M illions of parents throughout the country and around the world send their children off to school each day trusting that they will, at a minimum, be safe. It is no wonder that parents consistently rate their schools higher than they rate schools in general. 1 For how could they live with themselves if they knowingly sent their children to schools they did not trust? Spoken after the school shootings at Columbine High School, the parent’s words just quoted have added significance after the unspeakable horror of September 11, 2001. With our traditional American sense of security crumbling, parents have to trust as they never have before that the schools they send their children to will, above all else, keep their children safe and secure.
