An Exploratory Study in Disaster Relief System's Inter-Governmental Relations: Disaster Relief Institution and Case Analysis in Korea

본 연구에서는 재난구호 관련 법령분석, 재난구호체계 분석, 주요 재난구호 사례분석을 통해 재난구호체계에서의 정부간 관계를 규명하였다. 분석 결과, 중앙정부가 지방정부의 재난구호활동을 총괄 조정하며, 행정 및 재정상의 지원을 통해 관리감독하고 있는 것으로 나타났으나, 재난구호활동에 있어 지방정부에게 행정적 재정적인 부담을 가중시키고 있는 것으로 나타났다. 또한 재난관련 법령 상 구호물자 전달에 대한 구호기관 및 구호지원기관 간 역할분담이 구체적으로 명시되어 있지 않으며, 구호물품 전달 상황에 대한 상호간 정보교류가 없어 중복지급으로 인한 비효율성 및 자원낭비를 초래하고 있는 것으로 나타났다.
