The Role of the Rural Communist Party 1933–39 and in Perspective

Over the years the role of the rural communist party changed; there is a vivid contrast between the first and second Five Year Plan periods. During the first Five Year Plan the party’s priorities were the supervision and control of the economy and direct participation in economic processes by party members; in the period 1934–37 this system of operation was downgraded as party cadres were instructed insistently to focus more attention on party affairs and inner-party work.
