How Important is a Poverty Line in the Central Asian Context?

A successful programme of poverty alleviation is founded on a sound diagnosis of the causes and dimensions of poverty. Across different countries, regions and communities the identity of the poor, and the degree of their poverty are not the same. To develop realistic policies for poverty alleviation one should attempt to understand the nature of poverty in the relevant setting, and this generally entails employing some methodology to answer such questions as: who are the poor? how poor are they? and why are they poor?
