Abstract

The chronic sub financing of the healthcare system, the inadequate health status of the population and lack of motivation of the healthcare specialists have determined an increased interest for reforms from the part of the population as well as the healthcare specialists. The applying of the reform was influenced by the underlying socio-economic conditions and the conservative mentality of the some of the decisional factors. The implementation of the reform was performed in two stages. In the first stage (1990-1998) the changes were mostly in the healthcare and introduction of new laws, organizational and decisional structures and rehabilitation of primary and outpatient healthcare providers. In the second stage (after 1998) the health insurance system was implemented, thus determining major changes in the financing and structure of the healthcare system. The reform of the healthcare system led to a mixed system, public-private, substantially modifying the relation between finance administrators and healthcare providers.
