Telecommunications: a Pacific View

Two streams of current events are carrying progress in telecommunications around the world. One is the dramatic, but often inexpensive improvements in technology of processing and transmitting electronic signals; the other is a recognition by governments that improved telecommunication services can narrow the gap between industrial and developing nations.
