Abstract

This paper looks at land titling and registration projects in the Bank in general and in countries of Europe and Central Asia (ECA) in particular. The paper goes over the different steps involved in the projects, the objectives and the ultimate effectiveness. It looks at present land titling and cadaster systems in ECA. It presents several arguments for why the Bank should support land titling and registration reports in ECA countries. Issues critical to the projects are discussed including: land administration and management, legal framework, design issues, institutional issues, implementation, technical aspects, expenses and financing, economic benefits, private sector roles, and international assistance.
