Abstract

It is very common that education,as a public affair,receives the aid provided by government in modern society.However,in American traditional constitutional system,education was the affair of states and local governments,for federationists feared that federal aid would have brought to federal to control education and infringe locality.The conception was broken through after educational crises in the 1950s and two educational legislations in 1965,which is significant for American education development.
