Abstract
This paper analyzes whether primary treatment techniques are better than secondary techniques for treating municipal wastewater. The analysis mathematically models the costs of removing certain amounts of organic pollutants and suspended solids as criteria. The results show compared with secondary treatment, primary treatment has no advantage in the cost of removing certain amounts of organic pollutants and suspended solids and that the ratio of operation and mainterance costs for primary and secondary treatments correlates negatively with treatment scales. Therefore, considering the economic level and the environmental state of China, secondary treatment techniques are more reasonable for removing more pollutants and eliminating water pollution.
