Abstract
Due to coexistence of two economic forms-agricultural and industrial civilizations, the disequilibrium of economic level and inequality of developing chances result in unbalanced phenomena of the population ageing. The planned ageing is an idea and a countermeasure derived from the unbalanced ageing phenomena to seek a relatively stable equilibrium and create an ageing ecology of promoting society developing sustainable in the aspects of the population ageing, physiological function, survival environment, social function and ideology and so forth.
