Abstract
As constitution and criminal law etc, administrative law is recognized as public law. This study method is not perfectly and do not come up with the positive posture of private rights of administrative law. In nature, administrative law is public law with civil law civilization instead of pure public law. Administrative law preserves concrete private rights by abstract public rights because private rights are its source and end. Private rights comprise avoiding rights; requesting rights; communicating rights; participating rights and redressing rights. There are some detailed rights in every category.
