Abstract

Taking the university as an example,by an empirical analysis on the major factor of the scientific and technological innovating capacity,the paper reveals the present situation in science and technology of the universities,brings forward strategies to improve the capability of scientific and technological innovating of local comprehensive university and carries it into a new and higher level.
