The Chinese and western culture of the government is neglected by academia,there are two forms in the late Qing Dynasty:Western integration and the West is better. The idea of Western integration is interpretated well in Fan Shan Rule Book written by Fan Zengxiang. Fan Zengxiang'idea included the East and West 'direct-mail to open their wisdom,the criticism of Western learning and Moderation between China and the west. As for the other idea,it was described in detail in Sun Baoxuan'Forgotten Mountain House Diary,including economic,political,cultural and military aspects.
