Abstract
Since the foundation of China, having gone through a devious route, administrative rule of law has finished a great option today, that is to go on the route of legality. 50 years' experience, lesson, regrets and achievements made us realize that the construction of administrative rule of law has just started and there is a long way to go, such as to reform administrative management system, to improve administrative legislation, to transform traditional concepts, etc. All these are the new challenges to us and the common tasks in the construction of administrative legality and administrative law research
