Considerations on Design of System for China's National Strategy on Innovation-Driven Development

Abstract

The culture of scientific and technological innovation,which is crucial to the strategy of Innovation-Driving Development Strategy,has become the main factor affecting China's innovation vigor.However,in recent years the cultural tendency growing due to the impact of institutional factors is not conducive to the development of science and technology innovation.Through analysis this paper concludes that there is a fundamental reason for the appearance of these problems: respect knowledge,respect talent raised by Deng Xiaoping has not been implemented in the design of the system,including that the design of science and technological system did not pivot around the main body of science and technology innovation activities(science and technology workers),and that the performance is not in accordance with the scientific laws.The article proposes to beginning with changing the starting point of system design,trying to change the top system design,so as to restrain the existing unhealthy culture tendency and to cultivate the culture conducive to scientific and technological innovation.
