In today's world groups of cities, lines of cities and districts of cities are being formed everywhere, so the district around the Hangzhou Bay can form a V city line around. Based on the analyse of the present situation of the city development around Hangzhou Bay and the important effect of cities combine, we put forward a plan that the economies of the city line around Hangzhou Bay shoud in an integral whole, and the cities space construction should form a city line around Hangzhou Bay.
